Primrose is the incredibly stuffy and sanctimonious head of the Heavenly Embassy, created with a little bit of aid from Melangel to bring a little slice of the heavenly meadow to Burrowgatory. There, he helps newly arrived cherubuns find homes, either within the embassy or down in the city, and tends to gardens of heavenly flowers so that cherubuns can still have access to ambrosia.

Primrose has a tendency to look down his nose at Burrowgatory and most succubuns, regurgitating Melangel’s beliefs that indulgence and pleasure are degenerate and wrong. He claims that his choice to leave the heavenly meadow for Burrowgatory was one of self-sacrifice, made out of a desire to help the poor cherubuns who were now stuck in the horrible hell-hole of Burrowgatory.

However, though he’s too ashamed to admit it, Primrose finds Burrowgatory enticing. He acts easily offended by “indecent” acts, but is actually just easily flustered due to repressing his own interest in such things. Beanny often helps to push him out of his comfort zone, and he appreciates her presence, however much he may claim to find her obnoxious.
