Do NOT interact with him before he's had his coffee, tired scientist who just wants stuff to work, practicable/"if it works it works, it doesn't have to look pretty"

Relations:

Rouge: a morning bun who's most likely to ask a bunch of questions to Cecil before he's had his coffee, after coffee she's much easier to deal with, usually just lets Rouge do as she pleases 

Shep: respects morning boundaries, easy to collaborate with but can be a little much of a goody-goody, Cecil is usually the one to convince Shep to get out of the comfort zone
